Pay Per Click usually means Adwords.  Yahoo, in my experience is ridden with click fraud for all but the lowest of bid.  MSN has been pretty good but not worth doing unless you have a huge overall budget.  The volumes are too low to justufy the time.

I have 3 years+ of managing Adword campaigns for car dealers.  Budgets ranged from £500 a month to over £10K a month.  I can set up and manage your Adwords campaigns.

Price for this would be an inital set up fee + on going management and reporting fee.
